For decades, employers looking for help filling a difficult vacancy have essentially been presented with two choices. They can advertise the position themselves and hope the right candidates apply, or they can hand the vacancy to a staffing or recruitment agency and potentially pay a substantial fee when somebody is hired.
There is a rather large gap between those two options, however, and it is a gap that I believe the recruitment industry has been surprisingly slow to address.
Many employers don't actually need an outside recruiter to manage their entire hiring process. They don't need somebody negotiating offers on their behalf, arranging every interview, managing hiring managers or inserting themselves into every stage between vacancy and acceptance. What they frequently need is much simpler: help finding the right people and determining which of those people are genuinely worth interviewing.
That is precisely where Jersey Hired's Shortlist On-Demand comes in.
Rather than replacing your internal hiring process, Shortlist On-Demand strengthens the part of recruitment that often consumes the greatest amount of time: identifying, attracting, sourcing and initially qualifying candidates. We do the heavy lifting at the top of the recruitment funnel, build a shortlist of qualified candidates and then hand the process back to you.
For many New Jersey employers, I believe that can be a far more sensible way to recruit.
The Traditional Staffing Agency Model Isn't Always the Answer
I spent 25 years working in recruitment, so I am certainly not going to argue that staffing agencies don't have a place. They absolutely do. There are circumstances where an employer needs a recruiter to manage virtually the entire process, particularly when dealing with highly specialized searches, confidential appointments, temporary staffing or organizations without an internal talent acquisition capability.
The problem is that the traditional agency model is frequently used even when an employer doesn't need all of it.
A company may already have an HR department, an internal recruiter or a hiring manager perfectly capable of interviewing candidates and making a hiring decision. Their problem isn't what happens after they meet a strong candidate. Their problem is getting enough strong candidates through the door in the first place.
Yet under a traditional contingency recruitment arrangement, the employer may still pay a placement fee calculated as a percentage of the successful candidate's first-year salary.
That can become expensive very quickly, particularly for professional and senior-level positions.
Shortlist On-Demand approaches the problem from a different direction. Instead of asking, "How do we take over this recruitment process?" we ask, "Where does the employer actually need our help?"
More often than not, the answer is finding and qualifying the candidates worth meeting.
You Don't Need More Resumes. You Need a Better Shortlist.
One of the biggest misconceptions in recruitment advertising is that success should be measured by the number of applications a vacancy receives.
It shouldn't.
Receiving 200 applications sounds impressive until somebody has to review those 200 applications.
If 175 candidates don't possess the experience, skills or qualifications required for the position, those applications haven't made recruitment easier. They have simply transferred the workload from candidate attraction to candidate screening.
That distinction has become increasingly important as applying for jobs online has become easier. Employers can find themselves overwhelmed with applications while simultaneously complaining that they cannot find qualified candidates. Those two statements might sound contradictory, but anyone who has spent time recruiting knows that they can both be true.
Shortlist On-Demand is designed to tackle that problem.
Rather than simply generating applicant volume, the objective is to identify candidates who genuinely align with the requirements of the position, engage with appropriate prospective candidates, including people who may not currently be actively applying for jobs, and conduct the initial screening before presenting qualified individuals to the employer.
The employer's time should be spent interviewing people they might actually hire, not working through hundreds of resumes trying to find them.
That's why the word shortlist matters.
We're not trying to deliver the biggest pile of resumes. We're trying to deliver the right people.
Shortlist On-Demand Goes Beyond Posting a Job and Waiting
There is another important distinction between Shortlist On-Demand and conventional recruitment advertising.
Advertising a vacancy is fundamentally a reactive strategy. You place an opportunity in front of the market and wait for candidates to respond.
Sometimes that works extremely well. Jersey Hired is, after all, a recruitment advertising platform, and I remain a huge advocate for targeted job advertising. For many positions, reaching local candidates through a New Jersey-focused employment platform can be extremely effective.
But some vacancies require more.
The strongest potential candidate for your position might not be browsing job boards this afternoon. They might be working for another company in Newark, Jersey City, Princeton, New Brunswick or elsewhere in New Jersey and have no particular reason to search for another job.
That doesn't necessarily mean they wouldn't consider the right opportunity.
Shortlist On-Demand allows us to combine recruitment marketing with proactive candidate sourcing rather than relying exclusively on inbound applications. That expands the potential talent pool beyond people who happen to be actively searching at the precise moment your vacancy is advertised.
It is an important distinction: instead of waiting for the market to come to the vacancy, we can also take the vacancy to the market.
Finding Candidates Is Only Half the Job
Finding somebody whose resume contains the right keywords is not recruiting.
A resume can tell us where somebody has worked, what job titles they have held and, hopefully, something about what they accomplished while they were there. It cannot reliably tell us why they would consider leaving their current employer, what they are looking for next, whether the compensation makes sense, whether the location and working arrangements are practical or whether there is genuine interest in the opportunity.
That requires a conversation.
The screening component of Shortlist On-Demand is therefore critical because our objective isn't simply to locate resumes. It is to create a bridge between identifying prospective talent and the employer conducting its formal interview process.
That means employers can begin their involvement further down the recruitment funnel.
Instead of starting with a stack of applications and asking, "Who should we call?", the conversation becomes, "Which of these qualified candidates would we like to interview?"
That is a considerably better use of an HR team's or hiring manager's time.
Why Pay for the Parts of Recruitment You Can Already Do?
This is perhaps the biggest philosophical difference between Shortlist On-Demand and traditional staffing.
If your organization already knows how to interview candidates, evaluate technical and cultural fit, conduct reference or background checks, make an offer and onboard a new employee, why automatically outsource all of those functions?
You may simply need additional horsepower at the beginning of the process.
Think about recruitment as a funnel. At the top are potentially hundreds or even thousands of people who could conceivably be candidates. Through targeting, sourcing, outreach and screening, that population becomes progressively smaller until the employer is left with the people genuinely worth considering.
That top portion of the funnel can consume an extraordinary amount of internal time.
Shortlist On-Demand is designed to take responsibility for that work while allowing the employer to retain control of the stages where its own knowledge matters most.
After all, nobody understands your business, your team and your culture better than you do.
Our job isn't to pretend otherwise.
Our job is to build the shortlist. Your job is to choose who belongs on your team.
A Different Approach to Recruitment Costs
Traditional agency recruitment fees can also create an unusual economic situation.
The more a successful candidate earns, the larger the recruitment fee can become, even though the amount of work required to fill the vacancy doesn't necessarily increase proportionally with the candidate's salary.
For employers trying to control recruitment costs, particularly those hiring multiple professional employees, percentage-based fees can quickly consume a significant portion of the talent acquisition budget.
Shortlist On-Demand takes a different approach by separating the work involved in finding and qualifying candidates from the salary ultimately negotiated between employer and employee.
You are paying Jersey Hired to perform a defined piece of recruitment work: identify prospective candidates, engage them, screen them and create a qualified shortlist for your organization to take forward.
For businesses focused on reducing cost-per-hire while maintaining control over their hiring process, that distinction deserves serious consideration.
Your Hiring Team Remains in Control
There is another benefit that I don't think receives enough attention.
Your hiring process is also an employer branding exercise.
Every conversation a candidate has with your organization shapes their perception of the business. The interview process gives you an opportunity to explain your culture, expectations, ambitions and why somebody should want to work for you.
With Shortlist On-Demand, Jersey Hired handles the labor-intensive process of identifying and initially qualifying prospective candidates, but your organization retains control over the core interview and selection process.
We aren't trying to stand between you and your future employee.
We're trying to introduce you.
That distinction matters.
Local Recruiting Matters in New Jersey
There is also a reason we built this service within Jersey Hired rather than attempting to become another generic national recruiting platform.
New Jersey is not one homogeneous employment market.
A job in Bergen County presents different commuting considerations from one in Mercer County. A candidate considering a position in Jersey City may be balancing access to Manhattan, PATH service and housing costs, while somebody evaluating an opportunity in Princeton or New Brunswick faces a completely different set of considerations.
Hybrid working has changed those calculations, but it hasn't eliminated geography.
Understanding the New Jersey employment market matters, particularly when proactively approaching candidates and determining whether an opportunity is genuinely viable for them.
Jersey Hired was created specifically around the idea that recruitment becomes more relevant when it becomes more local. Shortlist On-Demand takes that philosophy beyond recruitment advertising and applies it directly to candidate sourcing and screening.
Shortlist On-Demand vs. a Staffing Agency: It's About Buying What You Actually Need
I don't believe employers should choose recruitment services based on what the recruitment industry has traditionally sold them.
They should buy what they actually need.
If you need a staffing agency to manage an entire recruitment process, there are situations where a traditional agency relationship makes perfect sense.
If, however, your company already possesses the internal capability to interview, select and hire employees but struggles with candidate attraction, sourcing, application volume or the sheer amount of time required to identify qualified people, paying a traditional percentage-based placement fee may be solving far more of the problem than you actually have.
That is the thinking behind Shortlist On-Demand.
We find. We engage. We screen. You interview. You hire.
It is not recruitment stripped of expertise. It is recruitment stripped of unnecessary layers.
For New Jersey employers under pressure to reduce time-to-hire, control recruitment spending and give hiring managers access to better-qualified candidates, Shortlist On-Demand provides another way to approach the problem.
Because ultimately, successful recruiting isn't about how many resumes arrive in your inbox.
It's about how quickly the right people make it onto your shortlist.
