Job Title: IT Solutions Analyst, Workforce Time and Payroll

Position Summary
The IT Solutions Analyst for Workforce Time & Payroll is an IT Applications resource responsible for supporting and advancing the technology, processes, integrations, data, and controls that enable the end-to-end time-to-pay lifecycle — from time capture through payroll processing, downstream financial systems, and related third-party applications. The role serves as a strategic liaison between Payroll, Human Resources, Benefits, Finance, Operations, IT, and external technology and payroll providers.
Beyond day-to-day application support, this role is expected to actively drive the adoption, optimization, and strategic evolution of our time-to-pay business processes and supporting enterprise applications — identifying opportunities to modernize, automate, and reimagine the time-to-pay experience, including through AI-enabled capabilities.
The successful candidate will combine strong knowledge of U.S. payroll and workforce processes with business analysis, application support, data analysis, testing, and solution delivery skills, and will understand how employee data, time and attendance, accruals, absences and leave, earnings and deductions, payroll processing, taxes, accounting, integrations, and downstream financial processes work together.
While the position resides within IT, success requires equal fluency in business operations and technology — the ability to translate business and payroll requirements into technical solutions, and to challenge the status quo rather than simply maintain it.
Key Responsibilities
Workforce & Payroll Application Management
Serve as the primary IT functional resource for enterprise payroll and related workforce, timekeeping, and payroll applications, including configuration, security, workflows, and integrations.
Partner with Payroll, HR, Benefits, Finance, Operations, and technical teams to analyze business needs, define requirements, and deliver effective solutions.
Evaluate the downstream impact of application and configuration changes on payroll, accounting, reporting, compliance, and integrations.
Support time collection, approvals, corrections, overtime, accruals, absences, leave, and other pay-impacting workforce processes.
Identify opportunities to simplify processes, eliminate manual work, and enhance the end-user experience.
Innovation & HCM Platform Advancement
In partnership with Payroll, Human Resources, Finance, Operations, IT leadership and other key stakeholders, drive adoption, optimization, and strategic evolution of Oracle HCM Fusion, CMIC, and related workforce technologies.
Evaluate emerging technologies, including AI-enabled solutions, to reimagine and automate the time-to-pay experience, and develop business cases for process and technology improvements.
Lead continuous improvement initiatives from concept through implementation and support.
Business Analysis & Solution Delivery
Translate business needs and payroll requirements into clear functional and technical requirements; facilitate current-state/future-state process analysis and solution design discussions.
Develop functional specifications, user stories, acceptance criteria, and other solution documentation; perform gap analysis and recommend practical technology and process solutions.
Partner with functional and technical teams as well as vendors throughout solution design, development, testing, implementation, stabilization and support.
Evaluate proposed solutions for usability, scalability, data integrity, and impact to payroll operations.
Application Support & Issue Resolution
Provide advanced functional support for CMiC payroll, timekeeping, and related time-to-pay applications.
Investigate complex production issues, determine root cause, and coordinate with internal IT team members, Payroll, business stakeholders, and software vendors through resolution; proactively identify opportunities to solve for recurring issues.
Maintain clear issue documentation and resolution history; prioritize based on payroll impact, business risk, and compliance requirements.
Communicate technical issues and solutions clearly to both technical and non-technical stakeholders.
Payroll Data, Integrations & Reconciliation
Support the movement of pay-impacting employee, time, payroll, and cost data across systems, including retroactive transactions, prior-period corrections, and reprocessing.
Support integrations and data exchanges among HR, workforce management, timekeeping, CMiC, payroll providers, financial systems, and third-party applications; partner on interface design, data mapping, monitoring, and exception handling.
Identify data issues and integration gaps that could create payroll, accounting, tax, reporting or compliance impacts
Develop and support reconciliation and balancing processes; promote data quality, traceability, and auditability across the time-to-pay ecosystem.
Functional Testing & Release Management
Lead functional and regression testing for payroll and workforce applications, integrations, patches, upgrades, and configuration changes; develop test plans and acceptance criteria for pay-impacting changes.
Coordinate business validation and user acceptance testing; support release readiness and high-risk processing events such as year-end and tax updates.
Outsourced & International Provider Management
Serve as the primary IT liaison for outsourced, international, and third-party payroll and workforce technology providers.
Investigate and manage vendor issues through resolution, challenging vendor solutions when appropriate to ensure they meet business and payroll requirements.
Participate in provider implementations, transitions, and upgrades; promote consistent processes and controls across providers.
Required Qualifications
Bachelor’s degree or equivalent education and 7+ years of experience.
Strong knowledge of U.S. payroll practices and end-to-end time-to-pay processes.
Experience supporting payroll, time and attendance, workforce management, or enterprise business applications; CMIC and Oracle HCM Fusion experience strongly preferred.
Strong understanding of the relationship between employee data, time and attendance, accruals, absences/leave, earnings, deductions, taxes, payroll processing, accounting, integrations, and downstream financial processes.
Strong business analysis skills, including requirements elicitation, stakeholder engagement, process mapping, gap analysis, and functional specifications.
Demonstrated ability to troubleshoot complex business process, application, configuration, data, and integration issues, and to translate technical concepts into practical business solutions.
Experience working directly with software and service providers to investigate, document, prioritize, escalate, and resolve issues.
Strong communication, relationship management, and cross-functional collaboration skills; ability to work effectively in a high-volume, deadline-driven environment.
Preferred Qualifications
Experience with CMiC payroll or CMiC enterprise applications, and Oracle HCM Fusion.
Experience with outsourced payroll providers, such as ADP, and related integrations.
Knowledge of payroll or workforce processes in Canada, the United Kingdom, Ireland, Germany, or the Netherlands.
Experience with APIs, interfaces, data mapping, reconciliation, and exception monitoring.
Experience evaluating or implementing AI-enabled business solutions or process automation.
Payroll certification such as CPP or FPC is a plus.
Salary: $120,000 - $150,000
Compensation: Eligible for a discretionary bonus based upon company and individual performance.
