Job Summary
TYLin is seeking an experienced Project Manager – Aviation (Landside Development) to lead the planning, design, and delivery of complex landside infrastructure projects at major airports. The successful candidate will have experience managing multidisciplinary teams and coordinating with airport owners, government agencies, utility providers, and construction partners to successfully deliver projects within active airport environments.
Responsibilities & Qualifications
The Opportunity
As Project Manager – Aviation (Landside Development), you will oversee the planning, design, and delivery of landside infrastructure projects that support airport operations and enhance the passenger journey from arrival at the airport through to the terminal.
You will lead multidisciplinary teams while serving as the primary interface with airport owners, program management teams, local agencies, and project stakeholders. Success in this role requires a strong understanding of airport landside systems, transportation planning, utility coordination, traffic management, construction phasing, and the complexities of delivering projects while maintaining uninterrupted airport operations.
Responsibilities
- Lead the planning, design, and delivery of major landside infrastructure projects at commercial airports.
- Manage multidisciplinary project teams consisting of civil engineers, transportation engineers, architects, planners, structural engineers, utility specialists, landscape architects, and specialty consultants.
- Serve as the primary point of contact with airport owners, program management teams, municipal agencies, and key stakeholders.
- Develop project execution plans, schedules, budgets, staffing plans, and risk management strategies.
- Coordinate design development, permitting, procurement, construction support, commissioning, and project closeout.
- Manage consultant performance, quality assurance, project controls, and client communications.
- Coordinate closely with airport operations to minimize impacts to passengers, public access, airport traffic, transit services, and commercial operations during construction.
- Lead stakeholder coordination with public agencies, transportation authorities, utility providers, concessionaires, and adjacent developments.
- Identify project risks and develop practical mitigation strategies to maintain schedule, budget, and operational objectives.
- Prepare executive-level presentations, technical reports, and project status updates.
- Mentor junior project managers and technical staff while supporting the continued growth of TYLin's Aviation practice.
Qualifications Required
- Bachelor's degree in Civil Engineering, Transportation Engineering, Construction Management, Planning, Architecture, or a related discipline.
- 10+ years of progressive experience managing aviation infrastructure projects, including significant experience delivering landside development projects.
- Demonstrated experience on major commercial airport projects in the United States or internationally.
- Experience managing multidisciplinary design and engineering teams.
- Strong understanding of airport landside planning, roadway design, passenger circulation, curbside operations, parking facilities, utility infrastructure, and multimodal transportation systems.
- Proven ability to manage project scope, schedule, budget, quality, and client expectations.
- Excellent leadership, communication, and stakeholder management skills.
- Experience coordinating projects within active airport operational environments.
Preferred
- Professional Engineer (PE), Registered Architect (RA), or AICP certification.
- Experience delivering projects for the Port Authority of New York & New Jersey (PANYNJ).
- Experience with Design-Build, Progressive Design-Build, Construction Manager at Risk (CMAR), or Public-Private Partnership (P3) project delivery.
- Project Management Professional (PMP) certification.
- Experience working on large, multi-phase airport redevelopment programs.

Additional Information
TYLin is committed to pay equity. As part of that commitment, we have provided the base compensation range of $153,600- $230,400 annually for this position and local market.
