Program Manager
Position Summary
Total Technology, Inc. (T2) is seeking an experienced and highly motivated Program Manager (PM) to lead and oversee engineering and technical support programs, with primary responsibility for activities supporting Picatinny Arsenal and DoD customers. The PM will serve as the primary technical point of contact for Government customers, providing leadership in project execution, program planning, and business development initiatives.
The successful candidate will have a strong engineering background in project planning and architectural decisions, engineering management and support, and customer engagement, with the ability to lead multidisciplinary teams and ensure successful delivery of complex technical projects. This role requires expertise in managing cost, schedule, and performance requirements while maintaining strong relationships with Government customers and industry partners.
Essential Duties and Responsibilities
The Program Manager will:
- Lead the planning, execution, and management of engineering and technical support programs in accordance with contract requirements.
- May serve a role as an engineering lead on specific projects and deliverables
- Serve as the primary interface between T2 and Government customers, ensuring effective communication and customer satisfaction.
- Work in partnership with the customer to manage program cost, schedule, scope, and technical performance to achieve successful project outcomes.
- Assist the corporate team in monitoring contract performance and ensuring compliance with contractual, regulatory, and company requirements.
- Support the corporate team in contract negotiations, modifications, and other contractual actions as required.
- Manage the engineering team and conduct yearly performance reviews and provide feedback to the assigned staff as part of their daily work.
- Develop and maintain program plans, schedules, budgets, risk assessments, and performance metrics.
- Coordinate and oversee the activities of engineering and technical personnel assigned to program efforts.
- Identify, assess, and mitigate program risks while developing solutions to technical and operational challenges.
- Ensure projects are completed on time, within budget, and in accordance with quality standards.
- Support proposal development activities, including technical writing, staffing plans, cost estimates, and program transition planning.
- Contribute to corporate growth initiatives by identifying new business opportunities and expanding existing customer relationships.
- Foster a collaborative work environment and provide mentorship, guidance, and leadership to program team members.
Minimum Qualifications
- Bachelor's degree in Engineering, with a skillset in Program Management and engineering project leadership.
- Minimum of 12 years of professional experience, including significant experience managing engineering, technical, or defense-related programs.
- Demonstrated experience supporting U.S. Army, DoD, or other Federal Government programs.
- Strong understanding of government contracting, contract administration, and program lifecycle management.
- Experience managing program budgets, schedules, resources, risks, and performance metrics.
- Proven ability to lead multidisciplinary teams and coordinate efforts across Government and contractor organizations.
- Excellent written, verbal, and interpersonal communication skills, including experience briefing senior government and industry leadership.
- Ability to obtain and maintain all required Government installation, network, and system access credentials.
Preferred Qualifications
- Direct experience supporting Picatinny Arsenal, U.S. Army Combat Capabilities Development Command (DEVCOM), PEO Ammunition, or related organizations.
- Experience with artillery, munitions, weapons systems, or defense engineering programs.
- Project Management Professional (PMP) certification.
- Active U.S. Government Security Clearance or ability to obtain one.
- Experience with business development, capture management, and proposal preparation for Federal contracts.
