The Human Resources – Talent Acquisition Manager is responsible for managing and executing the Foundation’s talent acquisition activities to attract, identify, assess, and hire qualified candidates who support the mission and operational needs of the Tunnel to Towers Foundation. This role manages full-cycle recruitment for assigned positions and partners closely with HR Business Partners, hiring managers, and organizational leaders to develop effective recruiting strategies, build candidate pipelines, and deliver a consistent, professional candidate experience. The Manager will support recruitment across professional, program, administrative, frontline, and leadership positions while helping to strengthen and standardize the Foundation’s talent acquisition processes.
Duties and Responsibilities:
· Manage full-cycle recruiting for assigned positions from requisition intake through candidate selection, offer, and transition to onboarding.
· Partner with HR Business Partners and hiring managers to understand workforce needs, position requirements, hiring priorities, and recruitment timelines.
· Develop and execute recruiting strategies for assigned positions based on role requirements, candidate availability, and hiring needs.
· Conduct proactive sourcing and candidate outreach through LinkedIn Recruiter, Indeed, applicant tracking systems, professional networks, referrals, community partnerships, and other recruitment channels.
· Build and maintain candidate pipelines for current and anticipated hiring needs.
· Support difficult-to-fill and high-priority searches through targeted sourcing, passive candidate engagement, talent mapping, and alternative recruitment strategies.
· Conduct initial phone screens and structured candidate assessments to evaluate qualifications, experience, communication, motivation, and overall fit with position requirements.
· Coordinate interviews and maintain timely communication with candidates and hiring teams throughout the selection process.
· Support structured and consistent interview practices, including behavioral and STAR-based interviewing.
· Partner with hiring managers to develop effective interview questions, evaluation criteria, and candidate selection strategies.
· Provide guidance to hiring managers regarding candidate qualifications, recruiting market conditions, sourcing challenges, and selection considerations.
· Maintain accurate candidate and requisition information within Paylocity and other recruiting systems.
· Monitor recruiting activity and candidate pipelines to identify delays, gaps, and opportunities for improvement.
· Track recruiting metrics including time-to-fill, applicant flow, source effectiveness, interview activity, offers, and acceptance rates.
· Assist with evaluating the effectiveness of job boards, recruitment advertising, sourcing tools, and external recruiting vendors.
· Support employer branding and recruitment marketing initiatives that communicate the Foundation’s mission, culture, and employment opportunities.
· Represent the Foundation professionally at career fairs, recruiting events, networking opportunities, and community or professional engagements.
· Maintain confidentiality of candidate and employee information and ensure recruitment activities are conducted in accordance with applicable employment laws and Foundation policies.
· Identify opportunities to improve recruiting processes, candidate experience, hiring-manager engagement, and overall recruitment efficiency.
· Prepare recruiting reports and updates for HR leadership and other stakeholders as needed.
· Perform other duties and special projects as assigned by Human Resources leadership.
Requirements
· Bachelor’s degree in Human Resources, Business Administration, Organizational Development, or a related field preferred.
· 1-3 years of progressive recruiting or talent acquisition experience.
· Demonstrated experience managing full-cycle recruitment.
· Experience recruiting for multiple functions and levels, including professional, administrative, program, frontline, and management positions.
· Experience with proactive sourcing and passive candidate recruitment.
· Experience using LinkedIn Recruiter, Indeed, or comparable recruitment and sourcing platforms preferred.
· Experience with an applicant tracking system/HRIS; Paylocity experience preferred.
· Strong interviewing, candidate assessment, and relationship-management skills.
· Strong written and verbal communication skills.
· Strong organizational and time-management skills with the ability to manage multiple requisitions and priorities simultaneously.
· Ability to build effective partnerships with hiring managers, HR Business Partners, and organizational leaders.
· Strong attention to detail and follow-through.
· Ability to maintain confidentiality and exercise sound judgment when handling sensitive
