    NOTICE OF VACANCY

    The Board of Education invites applications from qualified candidates for the following position:

    ANTICIPATED - SCHOOL BUSINESS ADMINISTRATOR/BOARD SECRETARY

    2026-2027 School Year

    July 1, 2026 - June 30, 2027

    POSITION OVERVIEW
    The Millstone Township School District seeks a motivated School Business Administrator/Board Secretary to oversee and manage the budget and numerous operations for three schools in a high performing district. Millstone Township is a PreK-12 school district with approximately 1,100 students and a $43 million annual budget. This full-time, 12 month position will begin July 1, 2026.

    The SBA will work collaboratively with the Superintendent and Business Office staff to maintain continuity of the district's established financial systems and operational procedures. This is an excellent opportunity to contribute to a collaborative and caring school community.

    PRIMARY RESPONSIBILITIES

    • Serve as a key member of the district leadership team, contributing to strategic planning and long-range financial forecasting.
    • Play a key role in supporting a transition within the business office and ensuring continuity and maintaining strong operational systems.
    • Lead the preparation and administration of the annual school budget; oversee district financial operations; manage financial reporting in accordance with GAAP and NJDOE accounting requirements; and supervise the Board's investment program and debt service accounts.
    • Serve as Board Secretary and General Accountant of the Board of Education; maintain official Board records and securities; prepare Board agendas and minutes; and ensure all Board meetings and annual/special meetings of legal voters are conducted in accordance with statute.
    • Certify the legality of all claims and invoices; oversee internal financial controls and purchasing compliance; coordinate the annual audit; and ensure submission of all required state and county financial reports.
    • Leverage financial systems and data tools to maintain efficiency and transparency in reporting, including supporting the evaluation, transition, and implementation of financial and operational systems.
    • Coordinate and supervise pupil transportation, food services, and the district insurance and risk management program, and provide administrative support of facilities, maintenance operations, and capital projects.
    • Support the Superintendent in collective bargaining through financial analysis and costing.
    • Serve as the Certifying Agent for TPAF and PERS; oversee employee benefits administration; and manage payroll-related functions including tax-sheltered annuities and unemployment compensation.
    • Coordinate bid advertisement, procurement processes, and contract preparation in consultation with the Board Attorney to ensure compliance with NJ public contracting laws.
    • Supervise building and grounds, food service, transportation, and business office staff.

    QUALIFICATIONS

    • Valid New Jersey School Business Administrator (SBA) Certificate required.
    • Previous experience as a School Business Administrator in a comparable NJ District strongly preferred.
    • Experience with school financial and student information systems (e.g., Asbury Park, Systems 3000, Genesis) preferred, with familiarity in the Asbury Park accounting system strongly valued, and the ability to support or lead system transitions and implementations.
    • Strong understanding of New Jersey Statutes, Administrative Code, and GAAP requirements related to school finance.
    • Knowledge of accepted business practices in school districts related to budget preparation and administration, risk management, purchasing, transportation, food services, and building and grounds
    • Exceptional organizational, communication, and interpersonal skills; ability to manage collective bargaining data and facility planning.

    Salary Range$160,000-$190,000 commensurate with experience
